Article 55: The National Congress shall: - To study the reality of the party and its future plans and evaluate its achievements and deliberation and decide on any other subject he sees - Adjust the general options of the party - Ratification of the regulations, party programs and internal regulations submitted to it by the committees or the body responsible for the purpose, which shall be submitted to the two conferences no later than 20 days prior to the date of the conference. - Election of the party chairman - Election of members of the Political Bureau - Election of 30 members of the National Assembly - Election of the Appeals Committee Minutes of meetings of all the deliberations of the Conference shall be edited and may be accessed by the Conference and a summary of the most important decisions taken and placed by the participants - The conference can be participated by means of a remote means of communication for the two conferences abroad, provided that they are justified not to attend the conference of the Committee for the preparation and monitoring of elections, which can allow them to participate and vote by means of secure communication and ensure confidentiality Section V: Continent Committees Article 56 The Financial Control Committee shall consist of (6) six members, including two specialists in the sciences of conduct, economy, accounting, finance or collection, whose head may be competent and its meetings shall be legal in the presence of its members. The presence of specialists in the field of the System Committee, the Appeals Committee and the Financial Control Committee is not conditional and can be limited to the expertise and efficiency only and the selection of the most experienced and competent members in the field of the System Committee, the Appeals Committee and the Financial Control Committee Article 58: The Committee for the Preparation and Monitoring of Elections shall consist of (7) members elected by the National Assembly. The Committee shall appoint its representatives in the parties to be informed by the Political Bureau. Article 59: The Election Preparation and Monitoring Committee and the Financial Control Committee may use any party chosen by party members to be informed by the Political Bureau Chapter 60: Elections shall be held on individuals and the highest number of votes shall be the winners of the competing positions In the form of equal number of votes, the oldest candidate offers membership in the party and then the oldest Article 61: The membership of the committees and any membership in the party structures may be combined with the exception of membership of the National Assembly Article 62: Each committee shall conduct its work according to the rules of procedure or determine internal rules for the conduct of its work and not inconsistent with the internal rules of the party. Each committee must appoint a coordinator and rapporteur by consensus or by election Article 65: Candidates shall submit candidacy applications accompanied by their own curricula distributed to members of the National Assembly or the National Congress
